The following are rules and regulations of the Ogdensburg Public Library.  Ogdensburg Public Library adheres to the Joint Automation Board (JAB) Agreement with the NCLS consortium.

Article 1 –  New cardholders:

1.1 A current and valid driver’s license or other valid form of picture identification, such as student ID or county-issued non-driver’s license, is required to register a patron. If a picture ID is not available, a temporary card will be given, but will be limited to three (3) items per checkout.  Parents may present their ID for a child.

1.2 Children age 14 and under must apply with a parent or adult guardian and that adult’s signature is required on their registration form, showing they will be responsible for any lost or damaged items.

1.3 There will be a $2.00 charge to replace a lost or damaged library card.

Article 2 – Overall policy:

2.1 Patrons must present their library card to check out materials.  If they do not have their library card, they must present a current and valid driver’s license or other form of picture identification. 

2.2 Library cards must be renewed every two years.

2.3 Borrowing privileges will be suspended if a patron owes $5.00 or more. Privileges will be restored when materials are either returned or bills have been paid.

Article 3 – Loan periods:

3.1 All Adult and Young Adult books classified as “NEW” are loaned for two weeks (14 days).

3.2 Adult and Young Adult Fiction and Non-fiction books not classified as “NEW” are loaned for four weeks (28 days).

3.3 Juvenile and Easy books are loaned for four weeks (28 days).

3.4 DVD and Blu-ray formats are loaned for 1 week (7 days).

3.5 All audio formats are loaned for 4 weeks (28 days).

3.6 Admission passes are loaned for seven (7) days.

Article 4 – Loan limits:

4.1There is an overall loan limit of thirty (30) at one time per library card.

4.2 There is a limit of four (4) DVDs at one time.

4.3 There is a limit of one (1) admission pass at one time.

Article 5 – Renewal policy:

5.1 The system will auto-renew items that allow renewals, have renewals left and do not have any hold requests.

5.2 Items from other libraries are subject to the owning library’s renewal limits.

5.3 Renewals are not allowed for items with hold requests.

Article 6 – Lost and damaged materials:

6.1 If an item is lost or damaged beyond repair, the patron is required to pay the replacement value of a new edition of the same format. Until the lost or damaged item is paid for, the user may not borrow any items.

6.2 Patrons will be billed for lost or damaged items.  If the patron talks to a staff member, either by phone or in person, the staff will review the price of the item.

Article 7 – Patron notices:

7.1 Patron notices will be sent out by North Country Library System (NCLS) through email and text messages based on patron’s chosen notification option. 

Article 8 – Interlibrary Loan 

The Interlibrary loan service supports the mission of the library by providing expanded access to library materials and information. The purpose of interlibrary loan is to obtain materials not available in the library. The library affirms that interlibrary loan is an adjunct to, not a substitute for, the library’s collection. In meeting patron needs, the library will exhaust local resources first, before requesting items on interlibrary loan.

8.1 Definition:

8.1a. An Interlibrary Loan request is defined as a request for library materials made on behalf of a library patron through affiliated networks.

8.2 Patron Status:

8.2a. Patrons must have a library card in good standing to use the Interlibrary Loan service.

8.2b. Interlibrary Loan requests will not be processed for patrons with overdue Interlibrary Loan materials.

8.3 Borrowing Rules:

8.3a. Twenty active hold requests are permitted at any one time per patron.

8.3b. A request is active from the time it is initiated until the item has been returned and checked in at the lending library and the record has cleared.

8.3c. Materials will be available for pickup for one week after they are processed. If an item was not picked up, it will not be requested again.

8.3d. Interlibrary Loan materials are checked out for 28 days, unless specified otherwise by lending library

8.3e. Interlibrary Loans may be renewed twice only if the lending library permits renewals.

8.4 Charges:

                        8.4a. The library does not charge fees for the Interlibrary Loan service.

8.4b. The library always attempts to borrow from libraries who lend free of charge. However, if an item is only available from a library which charges a fee for loans or requires a shipping fee, the item will be requested only if the patron agrees to pay the fee.

8.4c. The patron is responsible for the cost of repair or replacement costs.
